Rece 28 MAY 10,
I see no objection to the proposed regulation.

It is difficult to say what effect the railway may have
upon trade routes but the following fixed points could be selected
-out with inconveniencing anyone except smugglers and each of the places
I mention is within easy reach of Customs preventive stations.
They are:-
1.
2.
3.
4.
Some spot to be defined on the Eastern frontier where
the road from Sha Tau Kok to Shek Chung Au Station
crosses the frontier. This road is now controlled
by the Preventive station at Sha Tau Kok.
Lin Ma Hang Bridge. There is a preventive station
quite close but I do not know the name.
The Bridge at Lo Fong. (opposite the Lo Shu Ling
Blockhouse).
This is controlled by the Lo Fong
Preventive Station.
The Mak Xu Ferry . This is under the Lo Fong P.S.
Station.
5.
The Lo Fu Ferry.
6.
The Liu Pok Ferry.
The Lok Ma Chau Ferry. All these ferries are now
under control by the custome. I believe the Lung
Shun Hui Preventative Station is responsible for them
but I am not familiar with the customs organisation.
I have mentioned these eight places because they are in
daily use. No explanations are necessary with regard to the
necessity for a fixed point at Sha Tau Kok and the one at Lo Fu.
Lin Ma Hang is necessary because all the people in Lin Ma Hang own land on both sides of the frontier, there is constant inter
communication so that a fixed point would be necessary here.
